INDIANAPOLIS (October 12, 2009) - Governor Mitch Daniels today announced the appointment of Andre Lacy of Indianapolis as chairman of the Indiana State Fair Commission. Lacy will fill the vacancy left by Kyle Hupfer, who resigned effective August 23. The term expires September 30, 2010.
Lacy is chairman of the board of LDI, Ltd., a privately-held Indianapolis-based company specializing in distribution. He has worked at LDI since 1961. Lacy previously served as chairman of the Indiana Chamber of Commerce and the Indianapolis 500 Festival Association and is a former president of the Indianapolis Public Schools. He received his undergraduate degree from Denison University.
The Indiana State Fair Commission establishes policy and procedure for the year-round operations at the Indiana State Fair Grounds. The commission includes five gubernatorial appointees, the director of the Department of Agriculture, and the presidents of the Indiana State Fair Board and the Center for Agriculture Science and Heritage (CASH).
Lacy's appointment is effective immediately.

Distressed Units Appeals Board
The board receives petitions from local governments which expect to have reductions in property tax revenue of at least five percent. The board is then required to review the petition and assist the local government unit in establishing a financial plan to deal with the revenue shortfall.
Membership: Four gubernatorial appointments, three of which are made from recommendations presented by the Indiana Association of Cities & Towns, the Association of Indiana Counties and the Indiana Association of School Superintendents.

Courthouse Preservation Advisory Commission
The commission is charged with reviewing and providing recommendations on architectural or engineering plans for courthouse-related projects, providing information on available funding and providing technical assistance for courthouse rehabilitation projects.
