Governor Daniels appoints Andre Lacy to chair State Fair Commission; other recent board and commissions appointments

INDIANAPOLIS (October 12, 2009) - Governor Mitch Daniels today announced the appointment of Andre Lacy of Indianapolis as chairman of the Indiana State Fair Commission. Lacy will fill the vacancy left by Kyle Hupfer, who resigned effective August 23. The term expires September 30, 2010.                                                   

Lacy is chairman of the board of LDI, Ltd., a privately-held Indianapolis-based company specializing in distribution. He has worked at LDI since 1961. Lacy previously served as chairman of the Indiana Chamber of Commerce and the Indianapolis 500 Festival Association and is a former president of the Indianapolis Public Schools. He received his undergraduate degree from Denison University.

The Indiana State Fair Commission establishes policy and procedure for the year-round operations at the Indiana State Fair Grounds. The commission includes five gubernatorial appointees, the director of the Department of Agriculture, and the presidents of the Indiana State Fair Board and the Center for Agriculture Science and Heritage (CASH).

Lacy's appointment is effective immediately.

Ivy Tech Community College Board of Trustees

The board oversees the mission and operation of Ivy Tech Community College's 23 campuses.

Commission for Higher Education

The commission defines the educational missions of public colleges and universities and plans and coordinates Indiana's state-supported system of postsecondary education.

Indiana Stadium & Convention Authority

The Indiana Stadium and Convention Building Authority oversees the financing, design and construction of the expansion of the Indiana Convention Center.

Membership: Seven members including four gubernatorial appointments. One member appointed by the governor must have been nominated by the county council of a county that is contiguous to Marion County.

Indiana Arts Commission

The commission serves as a public catalyst, partner and investor in the arts, and serves the citizens of Indiana by funding, encouraging, promoting and expanding the arts.

Membership: 15 gubernatorial appointees

Ports of Indiana Commission

The commission operates a statewide system of ports, foreign trade zones and economic development programs.

Distressed Units Appeals Board

The board receives petitions from local governments which expect to have reductions in property tax revenue of at least five percent. The board is then required to review the petition and assist the local government unit in establishing a financial plan to deal with the revenue shortfall.

Membership: Four gubernatorial appointments, three of which are made from recommendations presented by the Indiana Association of Cities & Towns, the Association of Indiana Counties and the Indiana Association of School Superintendents.

Serves at the pleasure of the governor.

Courthouse Preservation Advisory Commission

The commission is charged with reviewing and providing recommendations on architectural or engineering plans for courthouse-related projects, providing information on available funding and providing technical assistance for courthouse rehabilitation projects.

Wireless Enhanced 911 Advisory Board

The board works to ensure that access to wireless 911 service is available to Hoosiers throughout the state.

Parole Board

The Indiana Parole Board exercises discretionary parole release authority over all offenders who committed their crimes before October 1977. The board also makes decisions regarding the reinstatement of parole of all offenders who committed their crimes after October 1977 if the offenders parole has been revoked.

Department of Financial Institutions Board

The board regulates and supervises financial services providers to protect the interest of depositors, borrowers, shareholders and consumers and advocates and enforces compliance with applicable state and federal laws.

Indiana Land Resources Council

The council collects information and provides educational assistance, technical assistance and advice to local governments regarding land use strategies and issues across the state.

Teachers' Retirement Fund Board

The board manages the Teachers' Retirement Fund to provide quality benefits and a high level of service to retired educators.

Indiana Professional Standards Board

The board sets standards for teacher licensing and for the administration of a professional licensing and certification process by the department, approves teacher preparation programs and suspends, revokes, or reinstates teacher licenses.

Indiana Commission on Women

The commission is charged with assessing the needs of Indiana women and their families and promoting the full participation of Hoosier women in all aspects of society.

Bureau of Motor Vehicles Commission

The commission is responsible for developing and updating the bureau's policies as well as recommending legislation and proposing rules to implement those policies.

Indiana State Board of Animal Health

The mission of the board is to prevent and suppress contagious and infectious diseases among livestock and enhance Indiana's economy through protecting Hoosiers' investment in animal agriculture and protect public health by preventing and controlling the spread of animal disease.
