          HJR 1 passed and will be appear on the ballot in Nov. 2010 for Hoosier voters
          to decide whether or not to permanently cap their property taxes

No New Tax Increases
         No tax increases passed this session

Live Within our Means
         No new state spending measures were passed this session

Grow and Protect Hoosier Jobs

Delay the 2009 Unemployment Insurance Tax Increase
         With the passage of SB 23, House Republicans were successfully able to
         delay the largest tax increase on employers in Indiana history
Pool Existing Job Creation Incentives
         We were able to bring together available resources and focus them on incentives
         that are working to protect and grow Hoosier jobs
Edge Credits for Hoosier Job Retention
         SB 23 Allowed small business employers to qualify for EDGE
New Employer Corporate Tax Phase-In
         A new Employer Tax Credit was created for a corporation that locate a business
         enterprise in Indiana or expand operations that employ at least 10 new employees

Enact Meaningful Government Reform

Legislative Ethics Reform
         Lawmakers reached across the aisle and agreed on proactive legislation to make
         state government more transparent

Independent Redistricting Commission
        House Democrats killed all redistricting reform this session

Local Government and School Efficiencies
        No meaningful local government reform enacted
        Local school flexibility and healthcare reform enacted

  • House Democrats wanted a township by township referendum
  • House Republicans wanted to transfer duties of township advisory board to the county fiscal body
    • Protect School Reform Initiatives of 2009
                We successfully protected the education scholarship tax credit, the virtual charter
                school pilot program and other charter school measures that were passed in 2009
                despite continual Democrat attacks
