The Distressed Unit Appeals Board (DUAB) was established to receive petitions from political subdivisions that are expected to have a reduction in their property tax collections of at least five percent (5%) in a calendar year as a result of the Circuit Breaker caps on property tax bills.
If the fiscal body of a distressed political subdivision submits a petition, the DUAB is required to review the petition and assist in establishing a financial plan for the distressed political subdivision.
