DLGF > County > County Council Budget Review County Council Budget Review

Indiana Code 6-1.1-17-3.5 requires county fiscal bodies to annually review the proposed budgets, rates, and levies of certain civil taxing units and to issue non-binding recommendations regarding those proposed budgets, rates, and levies. The Department of Local Government Finance has developed forms to assist units in posting their proposed budgets and levies and to assist county councils in reviewing the proposed budgets and levies. Use of these forms is entirely voluntary.

Worksheets for every civil taxing unit may be downloaded below. For those counties without a certified 2009 budget as of August 3, 2009, worksheets containing the appropriate growth factors are available but do not contain any budget or levy figures for the 2009 budget year.  The Department will reissue worksheets at the request of the County Auditor once the 2009 budget is certified.

County Council Budget Review Form

The County Council Budget Review Form may be used by civil taxing units required to file their budgets pursuant to IC 6-1.1-17-3.5.

How to Use This Form

  1. Each civil taxing unit will download the worksheets for the county using the links below. Within the compressed file, the unit can locate its file by looking for its Department-assigned unit code (i.e. Adams County = 0110000E).
  2. In the worksheet, the certified fund balances as of June 30, 2008 will be pre-populated in Column A, and the 2009 certified budgets will be pre-populated in Column B.
  3. The civil taxing unit will enter its proposed 2010 budgets by fund into Column C. The form will then calculate the percentage change and display the results in Column D. 
  4. Column G of the worksheet also will be pre-populated with the 2009 certified property tax levies. The unit will enter its proposed 2010 levies by fund into Column H. The form will calculate the percentage change and display the results in Column I.
  5. When the unit has completed its work, it should save a copy of the worksheet and then forward an electronic copy to the county fiscal body.
  6. The county fiscal body will then populate Columns F and K with the approved budgets and levies.
